Mr. Foley received a Bachelor of Science degree from Georgetown University in 1959. He attended Seton Hall University Law School on an academic scholarship, received the degree of Bachelor of Laws in 1962, and Doctor of Laws in 1967. Mr. Foley was a law clerk to Judge Victor S.
